The decision
Are we ready to launch in the planned window, and which open items would force a delay?
Who scores
Launch readiness is a set of must-meet items. Some cannot be traded: safety reporting in place, promotional materials cleared, and product released by quality.
| Seat | What it scores | What it works from |
|---|---|---|
| Global Brand Lead | Whether commercial readiness is met: sales force, materials and supply to market. | The launch plan. |
| Global Commercial Compliance Officer | Whether materials have cleared review and training is complete.1 | 21 CFR 202.1 and the company’s review process. |
| Head of Pharmacovigilance | Whether the safety system can receive and report adverse events from day one.2 | 21 CFR 314.80 and GVP. |
| Director Quality Assurance | Whether product release, supply chain and serialization are ready. | Quality records. |
What the board does
Must-meet items are shown as such. Safety reporting, cleared materials and released product are must-meet. A failure on any is reported as a failure and not averaged.1,2
Open items become conditions. Each open item has an owner, a date and a consequence, for example delay if not closed by the trigger date.
Dissent on timing. The report records the seat that would delay and what evidence would change its mind.
Recommended length
Standard
Four lenses bear on this decision. Standard depth gives each a seat, with the criteria, the matrix and the conditions in about four pages.
You can pick another length on the form. The other two stay available.
Assumptions the board scores against
The board states the assumptions behind its criteria and says what each gap limits. Examples for this decision:
- The open items list is complete.
- Approval will arrive in time for the planned window.
- Supply will cover the first months of demand.

Frame
The decision practice behind the memo itself is on the template page.
What gets flagged
Any must-meet item with no evidence of completion, any date not supplied by the team, and any item closed by assertion.
What arrives
- The proposal and the decision sought
- Board recommendation
- Criteria and scoring basis
- Seat assessments
- Score matrix and vote tally
- Conditions of approval
- Pre-mortem and rebuttal outcome
- Dissent and what would reverse the call
What it will not do
The decision belongs to the named decider and the seats are AI specialists. The thresholds are set by the proposer or the decider, and the board does not invent them.
It does not replace the readiness checklist or the quality release.
It does not decide. The decision belongs to the named human decider, and the seats are AI specialists.
It does not set thresholds or weights for you. The proposer or the decider sets them.
It does not average away a failed must-meet criterion.

About the Panel service
Each panelist answers in their own voice, then the discussion is drawn together. You get the question and who was in the room, every position in full, what they agreed on, where they split, and what follows. Disagreements are written down rather than smoothed into a consensus nobody actually holds, because the split is usually the part you needed.
