Templates and use cases
Templates are the Panel shapes you run from. Use cases are the filled starters under each shape — Open or Add to library.
The four Panel shapes — Stakeholder Rehearsal through Round Table. Open a shape to convene the starter built for it.

A Panel is a deliberation you convene, read and sign once. There are no gates, no second signature and no record of who was answerable at each step. When the deliberation itself has to be governed, that is an advisory board, and it runs as a Mission.
Every answer arrives with its sources. Where a claim could not be sourced, it is marked as a gap rather than filled in.
