The decision
Is this clinical and economic section of our payer dossier supported and consistent with the evidence we hold?
Who reviews
US dossiers follow the AMCP Format, and economic evaluations are reported to the CHEERS standard. The seats review against both.
| Seat | What it reviews | What it works from |
|---|---|---|
| Global Market Access Director | Whether the section answers what payers ask and fits the dossier structure.1 | The AMCP Format. |
| HEOR Evidence Lead | Model structure, inputs and reporting of the economic evaluation.2 | The CHEERS 2022 statement. |
| Global Value & Evidence Lead | Whether the clinical claims match the evidence held. | Study reports and meta-analyses. |
| Global Medical Affairs Director | Clinical accuracy and consistency with guidelines. | Guidelines and publications. |
What the review does
Every number has a source. The ledger traces each clinical and economic figure in the section to the evidence held, and marks any that cannot be located.
Reporting standard for economics. The review checks the economic section against the reporting items in CHEERS 2022 and lists those missing.2
Consistency inside the dossier. Claims in the clinical section must agree with those in the economic section; mismatches are listed by location.1
Recommended length
Standard
Four lanes bear on this document. Standard depth gives each a seat, the ledger and the substantiation table in about four pages.
You can pick another length on the form. The other two stay available.
Assumptions the review makes
The review states what it assumes about the document and the material supplied, and says what each gap limits. Examples for this document:
- The evidence held is complete and current.
- The comparator in the section is the one payers use.
- The model inputs match the study reports.

Framework

What it will not do
This is analyst judgment from AI specialists and not a regulatory, medical or legal sign-off. It cannot check original data or the approved label, and the decision stays with you.
It does not re-run the economic model.
It is analyst judgment from AI specialists and not a regulatory, medical or legal sign-off.
It does not rewrite the document. It states the change and leaves the writing to the author.
It does not check original data or the approved label held by the company. Those checks need a real reviewer.

About the Panel service
Each panelist answers in their own voice, then the discussion is drawn together. You get the question and who was in the room, every position in full, what they agreed on, where they split, and what follows. Disagreements are written down rather than smoothed into a consensus nobody actually holds, because the split is usually the part you needed.
