The decision
Does this clinical overview section agree with the study reports and labeling it summarizes?
Who reviews
The Common Technical Document sets where each part of a dossier sits. The clinical overview summarizes the study reports, and every statement in it should agree with them.
| Seat | What it reviews | What it works from |
|---|---|---|
| VP Global Regulatory Strategy | Whether the overview supports the proposed indication and label.1 | ICH M4E(R2) and the proposed labeling. |
| Regulatory Strategist | Cross-references between the overview, the summaries and the study reports.1 | The dossier structure. |
| Director Quality Assurance | Numbers, tables and traceability to the source documents. | The study reports supplied. |
| Head of Pharmacovigilance | Whether the safety summary matches the safety data and the labeling. | The integrated safety data. |
What the review does
Agreement is checked line by line. Each statement in the overview is traced to a study report or the labeling. The ledger records the location in each and any difference.1
Numbers are where it breaks. The most common inconsistencies are in counts, percentages and dates. The quality seat reconciles every number in the overview against its source.
Safety must match the label. The safety seat checks that every risk in the overview appears in the proposed labeling in the same terms.
Recommended length
Standard
Four lanes bear on this document. Standard depth gives each a seat, the ledger and the substantiation table in about four pages.
You can pick another length on the form. The other two stay available.
Assumptions the review makes
The review states what it assumes about the document and the material supplied, and says what each gap limits. Examples for this document:
- The study reports supplied are final.
- The proposed labeling supplied is the current draft.
- No later data cut changes the figures.

- What this review could not check
What it will not do
This is analyst judgment from AI specialists and not a regulatory, medical or legal sign-off. It cannot check original data or the approved label, and the decision stays with you.
It does not prepare the submission or check it against the approved label held by the company.
It is analyst judgment from AI specialists and not a regulatory, medical or legal sign-off.
It does not rewrite the document. It states the change and leaves the writing to the author.
It does not check original data or the approved label held by the company. Those checks need a real reviewer.

About the Panel service
Each panelist answers in their own voice, then the discussion is drawn together. You get the question and who was in the room, every position in full, what they agreed on, where they split, and what follows. Disagreements are written down rather than smoothed into a consensus nobody actually holds, because the split is usually the part you needed.
