Post-Marketing Requirement Review is a ready-made use case for Quality. It ships under the Benefit-Risk Panel template.
For quality leads. You get the effects table, each seat's conclusion, the weighing matrix, the uncertainties and the risk-minimisation measures. Claims are cited or marked as gaps.

The decision
A post-marketing requirement has delivered its first results. Do they change the balance, and what do they mean for the risk-minimization measures in place?
Who weighs
A post-marketing requirement is a study the sponsor must do after approval. First results may be interim, and the seats read them with the measures already in place.
| Seat | What it weighs | What it works from |
|---|---|---|
| Director Quality Assurance | Whether the data are reliable and the measures are working as designed. | Quality records and measure effectiveness data. |
| Head of Pharmacovigilance | What the results say about the risks and whether the label needs to change.2 | GVP Module XVI. |
| HEOR Evidence Lead | What the results mean for value and for payers who rely on the evidence. | Assessment methods. |
| Clinical Operations Director | How complete the study is and what interim data can and cannot show. | Study status and enrollment. |
What the assessment does
Interim is not final. The effects table marks whether each result is interim or final and the uncertainty that follows from that.1
Do the measures work? The risk minimization table states for each measure whether the data show that it is working, and what would show that it is not.2
What would change the balance. The report names the result that would move the conclusion and the date it is expected.
Recommended length
Standard
Four functions read the effects differently. Standard depth gives each a seat and shows the weighing matrix and the risk minimization table in about four pages.
You can pick another length on the form. The other two stay available.
Assumptions the assessment makes
The assessment states what it assumes about the evidence and the setting, and says what each gap limits. Examples for this decision:
- The study population represents real use.
- The interim data are not driven by an early signal that will fade.
- The measures in place were implemented as designed.
Standards, guidance and sources
Frame
The decision practice behind the memo itself is on the template page.
What gets flagged
Any interim result reported as final, any measure judged effective without data, and any requirement whose terms were not supplied.
What arrives
- Decision and therapeutic context
- Benefit-risk conclusion
- Effects table
- What each seat concludes
- Weighing matrix by seat and criterion
- Uncertainties and sensitivity
- Risk minimisation and monitoring
- What would change the balance
What it will not do
It does not replace a regulator or a benefit-risk committee. The conclusion is analyst judgment from AI specialists, and the decision stays with you.
It does not decide whether the requirement is fulfilled.
It does not replace a regulator or a benefit-risk committee. The conclusion is analyst judgment from AI specialists.
It does not compute a single benefit-risk score or invent patient preferences.
It does not add an effect that no source supports. Missing data are marked as gaps.

About the Panel service
Each panelist answers in their own voice, then the discussion is drawn together. You get the question and who was in the room, every position in full, what they agreed on, where they split, and what follows. Disagreements are written down rather than smoothed into a consensus nobody actually holds, because the split is usually the part you needed.
