LiveBenefit-Risk PanelDoes the benefit-risk balance of this product in a new indication clear the bar set by current treatments for that condition?
New Indication Benefit-Risk Review is a ready-made use case for Regulatory. It ships under the Benefit-Risk Panel template.
For regulatory leads. You get the effects table, each seat's conclusion, the weighing matrix, the uncertainties and the risk-minimisation measures. Claims are cited or marked as gaps.

The decision
Does the benefit-risk balance of this product in a new indication clear the bar set by current treatments for that condition?
Who weighs
FDA’s benefit-risk guidance starts from the severity of the condition and how well current treatments meet patient needs. The seats weigh the new indication against that.
| Seat | What it weighs | What it works from |
|---|---|---|
| Regulatory Strategist | Whether the balance would meet the standard the agency applies for this indication.1 | FDA’s benefit-risk guidance. |
| Global Medical Affairs Director | Whether the benefit matters to patients against what is available. | Guidelines and clinical evidence. |
| Head of Pharmacovigilance | The size and seriousness of the risks, and how they can be managed.2 | Safety data and risk minimization options. |
| Global Value & Evidence Lead | How certain each effect is and what would change it. | The evidence base. |
What the assessment does
The comparator is current treatment. Benefit is read against what patients can already have, not against no treatment. The effects table names the comparator for each row.1
Some uncertainty must be accepted. In serious conditions with few alternatives, FDA’s recap says some uncertainty is inevitable. The report states which uncertainties are acceptable and why.1
No composite score. Benefits and risks are shown separately and weighed in words. Importance is high, medium or low and is labeled analyst judgment.3
Recommended length
Standard
Four functions read the effects differently. Standard depth gives each a seat and shows the weighing matrix and the risk minimization table in about four pages.
You can pick another length on the form. The other two stay available.
Assumptions the assessment makes
The assessment states what it assumes about the evidence and the setting, and says what each gap limits. Examples for this decision:
- The comparator the report uses reflects current standard of care.
- The safety database is large enough to show the risks that matter.
- Risk minimization measures will be followed in practice.
Standards, guidance and sources
Frame
The decision practice behind the memo itself is on the template page.
What gets flagged
Any effect without a source, any benefit with no stated comparator, and any risk the seats weighed differently by a large margin.
What arrives
- Decision and therapeutic context
- Benefit-risk conclusion
- Effects table
- What each seat concludes
- Weighing matrix by seat and criterion
- Uncertainties and sensitivity
- Risk minimisation and monitoring
- What would change the balance
What it will not do
It does not replace a regulator or a benefit-risk committee. The conclusion is analyst judgment from AI specialists, and the decision stays with you.
It does not prepare the benefit-risk section of a submission.
It does not replace a regulator or a benefit-risk committee. The conclusion is analyst judgment from AI specialists.
It does not compute a single benefit-risk score or invent patient preferences.
It does not add an effect that no source supports. Missing data are marked as gaps.

About the Panel service
Each panelist answers in their own voice, then the discussion is drawn together. You get the question and who was in the room, every position in full, what they agreed on, where they split, and what follows. Disagreements are written down rather than smoothed into a consensus nobody actually holds, because the split is usually the part you needed.
